About the portal
Malawi's Public Sector Reforms Agenda is the Government's programme to build a modern, professional, efficient and effective public service. Ministries, Departments and Agencies (MDAs), together with parastatals, local councils and constitutional bodies, have signed reform contracts committing them to specific changes, each with targets, in line with Malawi 2063.
This portal gives the public a clear view of that agenda: what each MDA has committed to, who is responsible, and how delivery is progressing. The Public Sector Reform Management Department (PSRMD) coordinates the agenda, and PSRIMS is the information system MDAs use to report on it.
The information system
One system for planning, reporting and review.
PSRIMS is the Public Sector Reforms Information Management System. Before it, MDAs planned and reported on reforms in separate spreadsheets and documents. PSRIMS puts everything in one secure, central place.
Each MDA records its reform priorities within a binding Reform Contract, establishing measurable outputs, indicators, and targets linked directly to the Malawi 2063 national vision. Every quarter it reports actual results and a short progress update. The report is checked inside the MDA, then reviewed by PSRMD before it is accepted.
This portal shows the accepted, public part of that information: reform areas, responsible MDAs and published progress. Drafts and reports that have not been approved are not shown.
The responsible department
PSRMD is part of the Office of the President and Cabinet. PSRMD provides strategic leadership, facilitates cross-cutting reform interventions, and offers technical guidance to MDAs to ensure their reform commitments achieve meaningful impact. The Department executes its national mandate through five specialized operational divisions:
1.Planning and Research Division
Leads policy formulation, contract negotiation, and diagnostic research.
2.Implementation and Coordination Division
Monitors field delivery, cross-agency alignment, and technical execution.
3.Information, Education and Communication (IEC) Division
Drives stakeholder engagement, civic outreach, and public transparency.
4.Public Finance and Economic Reforms Division
Oversees financial governance, institutional sustainability, and economic reform alignment.
5.Administration Division
Provides operational, logistical, and administrative support services.
