Justification
The strategic intervention is necessary to ensure an adequate legal framework for the work of the OoO, and the effective operationalization of the amended Ombudsman Act and enable the Office of the Ombudsman to fully deliver its expanded constitutional mandate. Despite the enactment of the amended legislation, limited public awareness of the Act and the Office's functions has constrained citizens' ability to access administrative justice and seek redress for maladministration and human rights violations. Many people remain unaware of their rights, the complaint mechanisms available, and the role of the Ombudsman in promoting accountability and good governance. Furthermore, inadequate institutional capacity and limited financial resources have slowed implementation. Undertaking this strategic intervention will strengthen institutional capacity, enhance public awareness and stakeholder engagement, improve access to Ombudsman services, and promote compliance with the Act by public institutions. Ultimately, the intervention will contribute to improved transparency, accountability, protection of citizens' rights, and effective public service delivery in line with national governance and development priorities.
