Justification
The development of an Online Protocol and Consular Service Provision Platform and the implementation of an Online Performance Appraisal System for Foreign Missions and Headquarters is necessary to modernize the Ministry’s operations and improve efficiency, accountability, transparency, and service delivery. Currently, most protocol, consular, and performance management processes are conducted manually, resulting in delays, limited coordination, difficulties in records management, and challenges in monitoring service delivery and staff performance across Foreign Missions and Headquarters. The digital platforms will also enhance accessibility and convenience by enabling clients, officers, and Foreign Missions to access services remotely and in real time regardless of geographical location. In addition, the systems will strengthen institutional accountability through improved tracking mechanisms, audit trails, centralized data management, and real-time monitoring of both service delivery and staff performance. The online performance appraisal system will further support results-based management by linking individual performance to institutional objectives while ensuring standardized appraisal processes across Headquarters and Foreign Missions. Furthermore, the initiatives are aligned with the Government’s public sector reform and digitalization agenda aimed at enhancing efficiency, transparency, coordination, and responsiveness in public service delivery.
