Justification

The proposed reform is justified by the need to improve the management, accessibility, and reliability of water resources data to support informed decision-making and sustainable resource use. Currently, fragmented and largely manual data systems limit the Authority’s ability to effectively monitor water availability, regulate usage, and respond to emerging challenges such as climate variability and increasing demand.
