Justification
Underutilization of Revenue Potential PCB operates within a mandate that inherently provides multiple revenue streams (e.g., registrations, permits, inspections). However, outdated fee structures, weak collection systems, and limited enforcement have resulted in revenue leakages and suboptimal collections. The reform addresses these gaps and unlocks the institution’s full revenue potential.
Strengthening Accountability and Financial Discipline A shift toward self-sustainability promotes prudent financial management, cost consciousness, and accountability. When the institution depends more on its own revenue, there is stronger incentive to improve efficiency, reduce waste, and prioritize value-for-money expenditures.
Enhancing Service Delivery and Public Trust Adequate and predictable funding enables PCB to invest in systems, human resources, and infrastructure necessary for effective regulation. Improved service delivery—such as faster processing times, better inspections, and stakeholder support—builds credibility and trust among regulated entities and the public.
Alignment with National Development Agenda The reform is consistent with the aspirations of Malawi 2063, which emphasizes self-reliance, productivity, and institutional resilience. It also aligns with broader public sector reforms aimed at reducing fiscal pressure on Government and enhancing efficiency in public institutions.
Promoting Institutional Independence and Sustainability Financial autonomy strengthens PCB’s ability to plan, prioritize, and implement its programs without excessive dependence on external funding decisions. This enhances strategic focus and long-term sustainability.
Supporting Economic Regulation and Sector Growth A well-funded PCB can effectively regulate the pesticide industry, ensuring compliance, safety, and environmental protection. This creates a stable and predictable regulatory environment that supports sector growth and investment.
