Justification

Limited stakeholder awareness of the Laws of Malawi, coupled with low levels of public participation in law reform Processes and low legal literacy, continues to constrain inclusive law reform. Notably, approximately 48% of the population in Malawi is not aware of the laws, which limits informed engagement and meaningful public publication particularly among marginalized groups. This reform is therefore necessary to enhance transparency, strengthen stakeholder collaboration, and promote inclusive, participatory, and accessible law reform processes.
