Addressing Critical Inefficiencies in Legal Records Management: The Attorney General’s Chambers’ continued reliance on over 20,000 physical case files and law reports dating back to 1968 creates significant inefficiencies in retrieval, storage and case handling. The proposed digitization and e-library system is therefore justified as an urgent response to reduce delays, prevent loss of records, and improve the speed and reliability of legal workflows.

Enhancing Quality and Timeliness of Legal Services: Access to outdated, manual law reports limits the ability of legal officers to conduct timely and comprehensive legal research. Establishing a digital legal information system will ensure instant access to updated statutes, case law, and legal precedents, thereby improving the quality, consistency, and accuracy of legal opinions and litigation support.

Reducing Operational Costs and Improving Resource Efficiency: The current paper-based system is costly to maintain due to high expenditures on storage, printing, archiving, and physical file management. Digitization will significantly reduce these recurrent costs over time while improving space utilization and administrative efficiency within the Chambers.

Strengthening Institutional Resilience and Risk Management: Physical files are vulnerable to misplacement, deterioration, and loss, posing serious risks to institutional memory and legal continuity. A secure electronic document and records management system (EDRMS) will ensure proper backup, preservation, and recovery of legal records, strengthening institutional resilience and continuity.

Aligning with Modern Public Sector Reforms and Digital Governance: The reform aligns with broader government priorities on digital transformation, public sector efficiency, and modernized service delivery. It also enhances interoperability potential with other justice sector institutions, supporting a more integrated, transparent, and responsive justice system in Malawi.
