Justification

Machinga District continues to face low learning outcomes in upper primary (Standards 5–8), largely driven by inconsistent lesson delivery, limited access to quality teaching materials, and gaps in teacher capacity. Many teachers rely on non-standardized or outdated schemes of work and lesson plans, leading to variations in content coverage and reduced learner performance, especially in examinable classes. In addition, teacher support and supervision systems are weak and largely manual, making it difficult for education managers to effectively monitor lesson implementation, syllabus coverage, and learner progress in real time. This limits timely interventions to address teaching and learning gaps.
