Justification

The reform area will reduce migration of urban poor to urban areas in search of a better life, and existing pressure on the available socio-economic services and amenities at the Boma as the rural population will be served by these upgraded centers. The reform area will also help empower rural communities by engaging them in ancillary services such as restaurants, art, accommodation, transportation and tour guide services.
