Justification

Survey and programme data consistently show a disproportionate HIV burden in both incidence and prevalence among some population groups (AGYW, ABM & KP). AGYW bear a disproportionately high HIV burden relative to their male peers. Simultaneously, boys and men face persistently inadequate access to and utilisation of HIV services, resulting in higher rates of AIDS associated morbidity and mortality among men living with HIV. Gender-responsive interventions are therefore essential. Key Populations carry the highest HIV burden of any group. Female Sex Workers (FSW): 50% prevalence; 7.69% incidence rate. Other KPs including Men who have Sex with Men (MSM), Transgender persons, People Who Inject Drugs (PWID), and prisoners remain disproportionately affected. Significant sexual interaction between KPs and the broader population creates HIV transmission pathways beyond KP networks: FSWs regularly interact with men in stable or marital relationships. Up to 60% of MSM are in stable heterosexual relationships or are married; Clients of KPs therefore serve as a critical transmission bridge, amplifying the public health importance of KP focused interventions.
