Justification
The Authority currently implements the consolidated licensing framework which seeks to ensure a technology neutral licensing system. In this regard, existing and prospective licensees apply for licences as per the framework completing tailored application forms which are obtained from the Authority upon requested or downloaded from the website. The completed forms with supporting documentation are then submitted to the Authority in hard copies or electronically through email. This process is highly paper intensive, costly and lengthy. Secondly, the Authority would like to digitise its internal processes and ensure integration across departments and services. Currently, the Authority's operations electronic, are paper based and not sufficiently integrated. This leads to duplication and repetition of some processes as well as bureaucratic red tape. This reform intervention, therefore, will seek to streamline licensing and operational processes by digitizing them through use of emerging technologies and development of new integrated applications. Secondly, the Authority will build on the Malawi National Electronic Procurement System (MANePS) to digitize its procurement as well as record management systems. The intervention will thus promote efficiency in the Authority’s licensing framework and internal processes while reducing bureaucratic red tape.
Expected outcomes
Regulatory and operational services modernised and delivered efficiently through integrated digital systems.
