Justification

UNESCO offers opportunities in unique areas that are not mostly covered in the formal education setting. With fast changing global development agenda, the focus is gradually changing to promote global citizenship. The programmes under this reform area will promote building specialised human resources on emerging issues in UNESCO’s fields of competence, i.e., Education, Natural Science, Social and Human Sciences, Culture and Communication and Information.

The capacity building programmes will reduce dependency on foreign expertise and encourage local experts to take action on relevant local issues.

The capacity building programmes will empower people working in UNESCO’s fields of competence with essential and relevant skills that will enable them to contribute effectively to national development.
