Justification

High morbidity coupled with the increase of population in the district is not commensurate with the health financing leading to inadequate health service delivery. The allocated budget for Drugs and other Medical supplies is always depleted before a financial year comes to an end. This renders the council to be resource constrained which results into inappropriate delivery of health care. However, the elite class of the society in the district have demonstrated ability to pay for some health services offered by the council under the Health sector. Financial resources are very key in sustaining these reforms. Hence the need to enhance local revenue mobilisation and collection systems in order to supplement the central government resources
