Reform Area 1: Development of a Sustainable Cotton Seed System Objective: Ensure reliable, affordable, and high-quality seed supply to improve productivity and sustainability of cotton production. Justification

Justification

The development of a sustainable cotton seed system is a critical reform for revitalizing Malawi’s cotton sector, as seed quality and availability are the primary determinants of productivity, fibre quality, and overall sector performance. The current dependence on imported seed has resulted in high costs, supply delays, and inconsistent availability, which negatively affects timely planting, farmer participation, and production planning. Establishing a locally anchored and well-regulated seed system will ensure timely access to certified, high-performing, and climate-resilient seed varieties, thereby improving yields and strengthening farmer confidence in cotton production. In addition, a sustainable seed system will reduce production risks for investors and ginners, enhance predictability within contract farming arrangements, and support the development of a more structured and competitive cotton value chain. Ultimately, this reform is essential for increasing national cotton output, improving quality standards, and ensuring long-term sustainability and resilience of the sector.

To reduce the sector’s exposure to high import costs, foreign exchange constraints, supply delays and inconsistent availability by strengthening local seed multiplication and production capacity.

To provide the foundation for increasing cotton hectarage, productivity and national production by ensuring that seed availability is aligned with production targets and farmer demand.

To reduce production risks associated with poor-quality or delayed seed while improving farmer confidence, participation and predictability within contract farming arrangements.

To establish a well-regulated and locally anchored seed system that strengthens the entire cotton value chain, improves quality standards, supports investment, and enhances the long-term resilience and competitiveness of Malawi’s cotton sector.
