Justification
Low funding from the government. Less than 10 percent of the annual budget is allocated to program interventions hence not enough to effectively discharge the mandate. Therefore, the production units can be a source of income for interventions for persons with disabilities in Malawi
MACODA units act as shelter employment for persons with disabilities, however due to low production few people are being employed.
Persons with disabilities in Malawi face limited access to formal employment and income-generating opportunities due to discrimination, low skills exposure, and inaccessible workplaces, revitalized production units provide structured employment and livelihoods, reducing dependency.
Another important justification is the underperformance of existing production units as the current one has low operating capacity and outdated
