Justification

Justification

The Public Sector Reforms Programme requires a robust, harmonised, and institutionalised M&E system to ensure that reforms are implemented effectively, tracked consistently, and assessed for results. Currently, fragmented M&E practices across MDAs undermine data quality, comparability, and accountability. Without standardised indicators, tools, and reporting systems, the Department cannot reliably assess reform performance or provide timely support to MDAs. Strengthening and harmonising M&E systems is therefore essential to create a unified national approach that supports evidence‑based decision‑making, enhances transparency, and improves reform outcomes.

A harmonised M&E framework will ensure that all MDAs report consistently, enabling aggregation of results and identification of systemic bottlenecks. Standardised tools will improve data quality and reduce reporting burdens. Conducting impact evaluations will provide insights into what works and what does not, informing policy adjustments and resource allocation. Strengthening M&E capacity will ensure sustainability and reduce reliance on external support. This reform area directly supports the Department’s strategic objectives of improving coordination, monitoring, evaluation, and public service delivery.
