Justification

Currently, registration coverage of vital events remains below 50%, undermining social protection and national security. Citizens face delays in accessing IDs due to centralized printing and limited distribution channels. Introducing decentralized registration alongside a Digital ID Wallet will expand coverage, reduce reliance on physical cards, improve efficiency, and strengthen public trust in NRB’s services.
