Justification

There is scarcity of employment opportunities in Malawi because there are very few companies available, as a result a lot of employment agencies have mushroomed with the aim of sending Malawians abroad for employment purposes. These employment agencies are not regulated because Malawi currently has no law regulating the operations of employment agencies. Despite the absence of such laws, the employment agencies are sending many young Malawians to several countries especially to the Gulf Cooperation Council (GCC) where many of them end up being exploited and inhumanely treated. One of the mandates of the Ministry of Labour, Skills and Innovation is to protect the labour force. In this regard, it is important that the Ministry develop labour migration regulations and guidelines for the Employment Agencies to protect Malawians who are being sent abroad for purposes of employment
