Justification

The increasing exposure to climate variability, transboundary water risks, recurrent flood and drought disasters have revealed important gaps in the existing Water Resources Act and institutional arrangements. The current legal framework was designed primarily for water allocation and development; however, it does not adequately address early warning, regulatory oversight, or cross-border water governance required under current and future climate conditions hence the need to implement the proposed reforms. This Reform Area will help address challenges that were limiting effective Governance and Regulation of the Water Supply Sector

Expected outcomes

    Strengthen national water governance and regulatory oversight, improve timeliness and effectiveness of flood and drought early warning, and enhance preparedness and resilience of communities and critical infrastructure.

    Reduced loss of life and economic damage from floods and droughts, improved water security, strengthened management of transboundary water resources, and increased public and stakeholder confidence in national water resources institutions, in line with Malawi Vision 2063.

    Improved regulation of the Water Supply Sector

    Development and launch of the Presidential WASH Pact
