Justification
The Open Secondary Schools (OSS) faces persistent systemic challenges. Currently, the OSS is structured with limited instructional learner support which leads to weak learner engagement which constrains learning outcomes. This is compounded by inadequate time allocated for face-to-face learning, which restricts meaningful teacher-learner interaction, reduces opportunities for feedback, and limits curriculum coverage. Furthermore, the shortage of well-developed, structured, and accessible self-learning materials significantly hampers independent study, which is central to OSS delivery. Transitioning to a robust Open Distance and e-Learning (ODeL)model would address these gaps by leveraging technology and flexible learning approaches to enhance content delivery, standardize quality, expand access to interactive and learner-centered materials, and provide continuous academic support beyond the classroom.
